In most cases, it has nothing to do with your credit history. The cause is usually simple: your address information is not matching across different records. This article explains why it happens and the correct order to do things so you can avoid it.

The Short Answer: Do Things in This Order After Moving

  1. Register your new address at the city or ward office (within 14 days of moving. Foreign residents must also update the address on their Residence Card — the new address is written on the back of the card at the counter)
  2. Update your address at your bank (most banks allow this through their app)
  3. Only then apply for a new phone contract, set up direct debit, or apply for a credit card

1. Updating your Residence Card is a legal obligation (within 14 days)

After moving, you are legally required to register your new address at the city or ward office within 14 days. Failing to do so can affect your residence status renewal. When you complete the procedure, your new address is handwritten on the back of your Residence Card — this becomes your official proof of address.

2. Your bank address does not update automatically

Even after you update your Residence Card, your bank’s records do not change on their own. You need to update it yourself in the bank’s app or online banking. If your bank still has the old address, direct debit registration will fail due to the mismatch.

3. About long names and direct debit registration

Previously, people with longer names — such as those with middle names — sometimes had trouble registering bank direct debit with Rakuten Mobile. It appears this is no longer an issue (as of September 2026, based on cases confirmed at our support office). That said, even with a long name, you may still be rejected if you apply immediately after moving, due to the address mismatch issues described above.

If Your Application Was Already Rejected

Do not panic. A rejection does not leave a permanent mark on your record.

  1. Find the mismatch — check that the address on the back of your Residence Card, the address at your bank, and the address on your application are all exactly the same
  2. Wait a few days to a week before reapplying — address updates at your bank can take a few days to fully process
  3. Use a card first, then switch to direct debit — services like Rakuten Mobile let you sign up using a credit or debit card first, then change to bank direct debit later through the app
